Functions：

  • Formulates national tax development strategies, mid- and long-term tax reform plans, and tax-fee reform plans
  • Proposes tax legislation planning and amendment proposals, and organizing the drafting of tax laws, administrative regulations and implementation rules. Studies the formulation and interpretation of tax policies
  • Offers suggestions on tax policy adjustments such as tax increases, tax item tax rate adjustments, tax reductions and exemptions, export tax rebates, and supplementary taxes
  • Analyzes and forecasts the situation of tax revenues, proposes policy recommendations for adjusting economic operations and distribution of national income through taxation; proposes policy recommendations for regulating the relationship between taxes and fees
  • Be responsible for drafting models of international tax agreements and agreements; Responsible for international negotiations on extra-tax taxes, and draft international tax agreements and agreements
  • Studies the division of taxation power between the central and local governments and promote the improvement of the local taxation system; organizes the formulation and implementation of reform plans for the taxation management system; participates in the study of the fiscal management system
  • Participates in the supervision of the implementation of tax regulations and policies; responsible for the investigation and analysis of national tax information and the investigation of tax sources and income structures; responsible for researching and establishing who is the expenditure management system
  • Conducts research on tax theory and tax systems of various countries, carries out international tax exchanges and cooperation, undertakes multilateral and bilateral exchanges in the field of taxation, and undertakes the work of tax observers of the Organization for Economic Cooperation and Development (OECD)
  • Formulates relevant government non-tax revenue management policies and systems; participates in the formulation of relevant non-tax revenue collection management systems
