  • Proposes major policy recommendations related to agriculture and rural reform and development
  • Suggests policies to consolidate and improve the basic rural management system, and guides development of new rural agricultural business entities and various forms of moderate scale operations
  • Reforms and manages peasant contracted land, rural housing sites and the rural collective property rights system
