- Coordinates and promotes the rural governance system
- Supervises and aids farmers; manages raising funds and coordinates villager labor
- Guides the construction of rural collective assets and financial management, farmers’ cooperative economic organizations and agricultural socialized service system
- Drafts laws, regulations, and policies related to the management and use of rural homesteads, guides land distribution, use, transfer, dispute arbitration management, organization, use standards; investigates and punishes illegal land use
- Guides the repurposing of abandoned rural homes
