- Studies and proposes development strategies for the tobacco industry; guides industry laws and regulations; manages investment in fixed assets; organizes and implements foreign economic and technological cooperation for the tobacco industry
- Supervises and inspects the implementation of the “Tobacco Monopoly Law of the People’s Republic of China” and related regulations; investigates and prosecutes violations of laws and regulations; combats unplanned tobacco factories; opposes illegal activities; protects legal operations, and manages tobacco monopoly agencies
