Functions:
- Proposes development strategies, plans and policies for the postal industry
- Proposes laws, administrative rules and regulations governing the postal industry
- Supervises the postal industry
- Improves universal postal services and special services
- Gives recommendations and implements on pricing of the basic postal services and other postal services
- Supervises the express delivery market and other postal services; maintains exclusive selling rights of mail delivery and supervises the postal market
- Safeguards the security of confidential communication through supervision and examination
- Supervises the security of the postal industry production;
- Monitors, gives early warnings and manage the operational safety of the industry, and ensures the security of postal communications and information
- Provides statistics, economic operation analysis and information services related to the industry, and supervises postal services
- Selects themes and designs for commemorative stamps, as well as the annual plans related to commemorative and special stamps
- Participates activities hosted by international postal organizations; handles intergovernmental and other international postal affairs; proposes and implements policies related to foreign postal cooperation and exchanges, handles international postal affairs and manages issues concerning Hong Kong, Macao, and Taiwan
- Manages provincial postal bureaus
