- Be responsible for the paid use of natural resource assets; establishes a system of statistics on natural resources assets, and be responsible for accounting of natural resources assets
- Be responsible for the rational development and utilization of natural resources; formulates and implements standards for the development and utilization of natural resources, establishes a government-publicized natural resource price system, organizes natural resource grading and price evaluations; be responsible for natural resource market supervision
