- Drafts laws and regulations, policies, and plans for civil affairs
- Formulates measures for the registration, supervision, and administration of social organizations
- Formulates social assistance policies and standards, coordinates the construction of social assistance system, and takes charge of ensuring the minimum living standard of urban and rural residents
- Formulates policies for self-governance and community governance at the grass-roots level in urban and rural areas, the urban and rural community governance system and governance capacity
