- Be responsible for organizing or participating in the investigation and study of major issues in the course of reform and opening up and economic and social development, as well as decision-making consultation, and making policy suggestions
- Be responsible for drafting government work reports, leading and organizing the drafting of documents for important meetings of the State Council, and participates in the drafting of documents for important meetings of the party central committee
- Drafts and revises important documents of the State Council and drafts important speeches of the leading personnel of the State Council, independently or in cooperation with the relevant departments
- Analyzes and studies the domestic and international economic issues, policies, and social development of major countries, and puts forward policy suggestions
- Collects, analyzes, filters and reports important information and trends on economic and social development, and provides suggestions for the decision-making of the State Council
- Undertakes other tasks assigned by the State Council
