Functions:
- Drafts laws, regulations, and rules for railway supervision and administration, participates in railway development planning, policy and system reform, proposes railway technical standards and supervises their implementation
- Supervises, manages, and implements railway production safety measures; oversees project quality safety and equipment quality safety, and manages administrative license applications
- Investigates and responds to railway production safety accidents
- Proposes and implements policies and measures to regulate railway transportation and engineering construction; supervises railway transportation service quality and public welfare
- Monitors and analyzes railway operations and statistical data
- Oversees relevant exchanges and cooperation between the governments
- Undertakes other tasks assigned by the State Council and the Ministry of transport
