Functions：

  • Implements and proposes national intellectual property rights policy; guides, supervises, and inspects the implementation of relevant policies
  • Undertakes daily national intellectual property work, including related conference organization, information reporting, publicity training, evaluation and assessment
  • Researches major issues related to implementation
  • Manages risk forecasting and the intellectual property rights early warning system
  • Drafts national intellectual property development plans and organizes implementation
  • Guides management-related special planning.
  • Proposes the Bureau’s annual work plan and plans for examination, registration, and registration of trademarks, patents, geographical indications of origin, etc.
  • Manages national IP statistics related work and information management
  • Formulates the bureau’s annual financial and capital construction plan, prepares departmental budgets and financial accounts, and supervises budget review
  • Proposes financial rules and regulations and supervise implementation, including with regards to administrative management fees, enterprise-related fees and centralized treasury payment management
  •  Guides, inspects, and supervises the financial management of the bureau-owned units
  • Manages state-owned assets, capital construction, and government procurement
  • Completes other tasks assigned by the Bureau
