Major Functions：

  • Studies and formulates mid- and long-term development plans and important policies and measures for patent examination, and formulates and adjust annual plans for examination
  • Adjusts and balances the quota standards for various departments; formulates and implements review and reward policies
  • Proposes suggestions for amendments to the review guidelines and procedures, organizes the work meeting of the business review steering committee, drafts review bulletins or reviews work regulations
  • Conducts quality control and organizes quality inspections
  • Coordinates between various business departments and foreign-related agencies in the patent approval process
  • Researches and coordinates international and domestic review standards; constructs computer-aided review systems
  • Organizes research activities; edits and publishes business newsletters
  • Trains new examiners and the updates examination standards
  • Manages data collection, deadline monitoring and application statistics
  • Be responsible for proposing mid- to long-term and annual planning for the bureau’s informatization work; organizes and coordinates implementation
  • Manages Bureau patent information resources, including information equipment and information projects, and is responsible for information security
  • Organizes and implements the national patent information system
  • Participates in related work of national informatization;
  • Participates in international cooperation and exchange of intellectual property information
  • Receives and processes patent applications documents and other types of request documents
  • Conducts preliminary examinations of invention patent applications
  • Issues patent certificates and manages patent files
  • Edits and publishes patent gazettes and patent information
  • Charges and manages patent fees
  • Classifies and manages invention and utility model patent applications
  • Completes other tasks assigned by the Bureau
