Functions：

  • Implements and proposes management policies to strengthen the creation and use of intellectual property
  • Guides and coordinates local intellectual property management work, and strengthens private sector intellectual property management capacity
  • Implements policies on intellectual property promotion industries such as trademarks, patents and geographical indications of origin, and promotes the development of intellectual property-intensive industries
  • Strengthens patent navigation by industry sector and undertakes related work such as intellectual property analysis and evaluation and regional management
  • Guides and standardizes the evaluation of intellectual property intangible assets; formulates policies on the use and regulation of intellectual property
  • Manages the intellectual property operation system to promote the transfer and transformation of intellectual property
  • Manages compulsory patent licensing, registration of trademark pledge registration and transfer license filing management
  • Implements policies and measures for the development and supervision of the intellectual property intermediary service system; expands the patent agency industry and relaxes the restrictions on the shareholders or partners of patent agencies
  • Strengthens and builds the intellectual property standardization system
  • Selects winners for the Chinese Patent Award, China Trademark Gold Award and other awards
  • Completes other tasks assigned by the Bureau
