Functions：

  • Analyzes dynamics of international capital, foreign capital utilization and overseas investment
  • Recommends objectives and policies regarding foreign capital utilization and overseas investment
  • Coordinates relevant key policies, monitors, controls and optimizes the total size and mix of foreign liabilities, jointly drafts plans with relevant agencies for loans from international financial organizations and foreign governments, and recommends candidate projects.
  • With mandate from the State Council, drafts the Catalogue for the Guidance of Foreign Investment Industries in cooperation with relevant agencies, and examines and approves key foreign-invested projects
