Functions:

  • Formulates policies, rules, regulations, safety measures, industry standards and norms related to coal mine safety production, participates in drafting laws and regulations, and proposes coal mine safety production plans
  • Undertakes national coal mine safety supervision, inspects and guides the local government coal mine safety supervision and management.
  • Supervises and inspects the implementation of local coal mine safety production laws and regulations, standards, coal mine rectification and closure, coal mine safety supervision and inspection and enforcement, special coal mine safety production rectification, accident rectification and review, and implementation of accountability for the responsible persons of coal mine accidents. Provides opinions and suggestions to local governments and relevant departments
  • Undertakes the responsibility for supervision and management of coal mine safety production access, organizes and implements the coal mine production safety access system in accordance with the law, guides and manages the assessment and issuance of relevant qualification certificates for coal mines and supervise inspections, and guide and supervise related safety training
  • Be responsible for the occupational health supervision and inspection of coal mine workplaces

  • Be responsible for organizing, guiding, and coordinating the emergency rescue work of coal mine accidents
  • Guides the coal mine safety production research work and organizes the safety supervision of the equipment, materials, instruments and meters used in coal mines
  • Guides the safety management of coal enterprises, together with relevant departments, guides and supervises the verification of coal mine production capacity and coal mine rectification and closure, and provides audit opinions on coal mine safety technology transformation and comprehensive gas management and utilization projects
  • Undertakes other matters assigned by the State Council and the State Administration of Work Safety
