  • Formulates plans and policies for science and technology to promote agricultural and rural development, proposes major tasks and supervises implementation, and promotes major key technological breakthroughs
  • Guides rural science and technology progress and county-level innovation-driven development, promotes science and technology-driven poverty alleviation, and is building a rural science and technology social service system
  • Proposes the planning and layout of platforms and bases, and organizes implementation
