  • Oversees improvement of the national innovation system, and science and technology (S&T) system reform
  • Drafts S&T policies and relevant rules and laws
  • Offers recommendations for encouraging enterprise innovation
  • Formulates and implements plans and policies for research institution reform and development
  • Conducts performance management for research institutions
  • Be responsible for military-civilian integration, S&T safety, and secrecy
