Functions:

  • Be responsible for the prevention of environmental pollution and ecological damage from source access to pollutant discharge permit control.
  • Formulates and organizes the implementation of policies, plans, environmental impact assessment of construction projects and relevant laws, administrative regulations, departmental rules, standards and norms related to pollutant discharge permit.
  • Organizes regional spatial ecological environment impact assessment.
  • Organizes the formulation and implementation of “three lines and one single” and the review of planning environmental impact assessment documents.
  • Examines and approves environmental impact assessment documents of construction projects other than nuclear and radiological, coastal and Marine projects according to the authority.
  • Guides the implementation of environmental impact registration and filing of construction projects.
  • Implements technical review of environmental impact assessment documents of construction projects.
  • Organizes and environmental impact post assessment of construction projects.
  • Undertakes the comprehensive coordination and management of pollutant discharge permits.
  • Guides and coordinates the prevention and mitigation of environmental and social risks in new projects.
