Functions：
- Carries out relevant policies and basic research on people to people exchanges, and participates in the top-level design of people to people exchanges between China and foreign countries
- Participates in the organization and arrangement for high-level meetings
- Coordinates the high-level people to people and cultural exchange mechanism between China and foreign countries, including relevant local government departments
- Organizes and implements people to people exchange projects, and professional training and international exchange and cooperation in relevant business fields
- Builds various project platforms for people to people and cultural exchanges between China and foreign countries, and provide services for institutions and organizations participating in people to people and cultural exchanges
- Publicizes people to people and cultural exchanges between China and foreign countries, and track, collect, publicize and promote the achievements of the people to people and cultural exchange
