- Formulates strategies of China’s multilateral and bilateral (including regional and free trade area) economic and trade cooperation
- Leads multilateral and bilateral economic and trade negotiations, coordinating negotiations, and implementing relevant documents
- Formulates and implementing foreign economic cooperation policies, manages and supervises foreign contracted projects, foreign labor cooperation, according to the PRC law
