Functions：

  • Establishes China’s e-commerce development program, formulates and implements relevant policies and measures to promote digitization of businesses and develops domestic and overseas e-commerce markets
  • Supports e-commerce for small and medium-sized enterprises and consumers
  • Boosts e-commerce services, e-commerce statistics and evaluation
  • Formulates standards and rules on e-commerce, participates in international negotiations, consultations, exchanges on such standards and rules, and advances the international e-commerce cooperation
  • Formulates and implements programs and regulations on informatization in international economic cooperation and domestic and foreign trade
  • Leads the construction of e-governance in the commercial sector, formulates, and implements the ministry’s comprehensive plan and administrative measures on e-governance
  • Formulates and implements the administrative measures on the information integration and sharing in the e-governance intranet
  • Responsible for management, supervision, examination and check of e-governance projects, and monitor to ensure the safe and steady operation of the e-governance network
  • In charge of office automation of departments, special commissioner’s offices around China and economic and commercial counselor’s offices overseas
  • Responsible for the planning, setup and development of public services on commercial information, and the planning, building and management of MOFCOM website
  • Responsible for the construction of system on import & export pre-warnings, market operations and commodity supplies, and demand monitoring
  • Participates in work related to China’s informatization and Golden Gate Project, coordinates with relevant departments on tacking major issues in the process of informatization
  • Responsible for organizing trainings and exchanges on informatization in the commercial sector
  • Undertakes other assignments given by ministry leaders
