Functions：

  • Be responsible for the management and promotion of the circulation industry; formulates and implements relevant provisions; collects industry statistics
  • Leads the initiation and formulation of circulation industry standards, and pushes forward the standardization and technological development of the circulation industry
  • Makes and implements policy recommendations for circulation system reforms. Provides guidance on the reform of circulation enterprises, cultivates large-scale enterprise groups and supports and promotes the development of small and medium-sized commercial enterprises, and supports the protection and promotion of Chinese Traditional Brands
  • Formulates and promotes policy measures on joint development of industry and trade, agriculture and trade, and domestic and foreign trade
  • Promotes and develops logistics centers and systems, and cultivates professional third-party logistics enterprises
  • Formulates and implements policies aiming at adjusting and optimizing the circulation industry structure, to optimize commercial layout and structure
  • Leads the formulation and implementation of guidelines and policies on the development of modern circulation forms such as chained operation and commercial franchising
  • Promotes the modernization of circulation business types and organization forms
  • Provides guidance on the marketing of industrial and commercial enterprises
  • Supervises and manages special circulation industries including the auctioning, pawn-broking, leasing, the used goods circulation industries, ocean shipping supply and duty-free shops
  • Promotes energy conservation and emission reduction in commerce
  • Provides guidance on the promotion of bulk cement and the recycling of renewable resources
  • Guides the development of the circulation industry for means of production, and formulate related plans and policies
  • Be responsible for the overall work relative to domestic trade
