Functions：

  • Organizes and implements foreign aid projects (including technical cooperation projects, hereinafter the same), and supervises and manages project implementation
  • Jointly implements intergovernmental foreign aid project, including design schemes, signing implementation agreements or contracts, external acceptance and transfer, etc.
  • Responsible for pre-qualification review and bidding supervision of bidding enterprises for foreign aid projects
  • Signs and manages internal general contracts for foreign aid projects, supervises and inspects contract implementation; organizes project inspections to determine project quality, progress, production safety
  • Prepares foreign aid project budgets and organize the implementation according to the approved budget; handles application for the settlement of funds for outsourcing contract, and conducts preliminary external settlement review
  • Manages statistical recordkeeping for foreign aid projects and submits relevant information
  • Manages technical data recordkeeping for foreign aid projects
  • Formulates management regulations, operating procedures and implementation rules for foreign aid projects
  • Undertakes other matters assigned by the Ministry of Commerce
