- Promotes the reform of marriage customs and funeral services
- Formulates policies for assisting and protecting (unmarried) homeless, socially disadvantaged, people with disabilities, and funeral services
- Formulates policies for supporting the employment of the disabled
- Guides marriage registration authorities and institutions on administering social welfare, funeral services, homeless, and socially disadvantaged
- Coordinates provincial level work on assisting homeless and socially disadvantaged
- Provides temporary shelter and assistance for victims of domestic violence
