Functions：
- Researches and formulates development strategies and long-term and mid-term development plans for agriculture and the rural economy; organizes implementation following policy approvals
- Studies and formulates agricultural industry policies, directs structural adjustments to agricultural industries and resources; improves produce quality; suggests policy regarding prices of agricultural products and means of agricultural production; adjusts tariffs; circulates agricultural staples, rural credit, taxation and rural financial subsidies; organizes the drafting of laws and provisions for agricultural industries including crop production, animal husbandry, fishery, rural and township enterprises
- Conducts research on and suggests reforms for the rural economy; guides the building of a socialized agricultural service system and rural collective economic and cooperative organizations; stabilizes and improves rural business operations, policies; adjusts rural economic relations, guides and supervises the alleviation of burdens for farmers and transfer of land-use rights
- Researches and formulates guidelines and policies regarding industrialized management of agriculture and development plans for the produce market; promotes the integration of pre-production, in-production and post- production. Organizes the “shopping basket program” and system building for agricultural production; conducts research into and puts forth suggestions concerning the import and export of major agricultural products and means of agricultural production; forecasts and publicizes rural economic information on supply and demand of various agricultural products
- Organizes agricultural resources zoning, ecological agriculture and sustainable agricultural development; guides use of agricultural land, fishery waters, grasslands, shoals and swamps suitable for agricultural purposes and use of rural renewable energy; protects and manages resource use; responsible for the protection of ecological environment of fishery waters and aquatic wild animals and plants; safeguards the state’s fishery rights and supervises fishing vessel inspections, fishery administration and fishing ports on behalf of the state.
- Formulates development plans regarding agricultural scientific research, education, technology extension; implements agriculture revitalization through science and education; organizes the selection and application of major scientific research and technology extension projects; guides the development work of agricultural education and agricultural professional skills
- Draws up technical standards for various agricultural industries and organize their implementation; organizes the implementation of quality supervision and certification of various agricultural products and green food products and the protection of new varieties of agricultural plants; organizes and coordinates the monitoring and quality control of agricultural inputs such as seeds, chemicals and veterinary drugs, and of related law supervision and executions; organizes the registration of domestic manufactured as well as imported seeds, chemicals, vet drugs and related fertilizers, etc. and the safety supervision of agricultural machines
- Drafts laws and provisions on animal and plant diseases prevention and quarantine, signs inter-governmental agreements and accords and formulates related standards; organizes veterinary administrations and veterinary medical products administration and inspection; organizes and supervises domestic animal and plant disease prevention and quarantine, publicize epidemic information and organize the work of eradication
- Undertakes foreign-related agricultural affairs and organizes related international economic and technical exchanges and cooperation
- Guides the work of directly affiliated public institutions and reforms affiliated-enterprises; supervises state-owned assets of affiliated enterprises; administers personnel affairs, payroll, institutional management and staffing of the directly affiliated institutions; guides related social groups for the benefit of agricultural economic development
