Functions：

Implements the “One Country, Two Systems” policy and the central government’s policies and regulations on Hong Kong and Macau
Implements the Basic Law of the Hong Kong Special Administrative Region and the Basic Law of the Macau Special Administrative Region
Drafts policy suggestions for Hong Kong and Macau
Be responsible for working with the governments of the Hong Kong and Macau Special Administrative Regions
In charge of legal affairs related to Hong Kong and Macao assigned by the State Council, and provides opinions on relevant legal issues involved in the implementation of the Basic Law
Be responsible for guiding and managing business affairs between Mainland China, Hong Kong, and Macau
Cooperates with departments and localities to promote exchange and cooperation with Hong Kong and Macau in economy, science and technology, and culture
Participates in the formulation of policies on the management of Chinese-funded institutions in Hong Kong and Macau, and participates in the coordination of mainland enterprises and Chinese-funded institutions in Hong Kong and Macau
Provides opinions, suggestions, and work assistance on matters raised by the central authorities in Hong Kong and Macau
Undertakes other matters assigned by the State Council
