  • The Department of International Cooperation (Office of Hong Kong, Macao and Taiwan Affairs) formulates and enforces customs cooperation rules and procedures
  • Organizes exchanges and cooperation with foreign customs and international organizations
  • Coordinates the negotiation, signing, and implementation of international agreements
  • Instructs overseas offices
  • Manages technical barriers to trade (TBT)
  • Manages customs communication and cooperation with Hong Kong, Macao and Taiwan
  • Manages foreign affairs for China Customs
  • Handles customs-related affairs under the “Belt and Road Initiative”
