Functions:
- Develops industry development strategies, and mid to long-term plans for civil aviation, as well as ad hoc proposals concerning the transport system; proposes, implements, and plans the annual plan for civil aviation
- Drafts civil aviation-related laws, rules, and regulations, as well as policies and standards; advances institutional reform of the civil aviation industry
- Assumes regulatory responsibilities for civil aviation flight safety and ground safety; certifies, supervises, and inspects civil aircraft operators, airman training organizations, civil aeronautical products, and maintenance service providers
- Regulates the transport of dangerous goods by air; conducts nationality registration, and operational evaluation and examination of civil aircraft; provides oversight and management of flight procedures and minimum operations standards for airports; oversees and manages civil airmen’s qualification and civil aviation hygiene
- Conducts air traffic management, including civil aviation airspace planning; establishes and manages civil air routes; oversees and manages communications, navigation surveillance, aeronautical information, and aviation meteorology
- Assumes regulatory responsibility for civil aviation security; oversees and manages the security measures for civil aviation; deals with aircraft hijacking, bombing, and other acts of unlawful interference; conducts civil aviation safety examination; and oversees and manages the security, and firefighting and rescue operations at airports
- Develops standards for civil aircraft accidents; investigates and deals with civil aircraft accidents as required.
- Organizes and coordinates emergency response to civil aviation incidents; organizes and coordinates major air transport operations and general aviation tasks; facilitates national defense mobilization
- Oversees and manages the construction and safe operation of civil airports
- Approves site selection, overall planning, and engineering design for civil airports, and manages the licensing of airport use; manages environmental protection, land use, and obstacle clearance protection for civil airports; oversees and manages civil aviation engineering and construction quality
- Regulates the market for air transport and general aviation; oversees and inspects the standards and quality of civil aviation transport service; upholds the rights and interests of air travel consumers; conducts licensing management of air transport and general aviation activities
- Develops and implements civil aviation pricing policies; proposes civil aviation fiscal and taxation policies
- Assumes the responsibility for the investment and management of civil aviation construction projects and approves applications for the purchase and lease of civil aircraft; monitors financial results and operations of civil aviation; and manages related data
- Researches and develops major civil aviation scientific and technological projects
- Provides guidance on civil aviation human resources development, R&D, education and training, and energy-saving and emission-reduction
- Conducts international cooperation and exchange in the field of civil aviation; safeguards China’s interests and rights in aviation; conducts exchange and cooperation with counterparts in Hong Kong, Macau, and Taiwan
- Manages CAAC regional administrations, and aviation security agencies and air marshal corps
- Performs other tasks assigned by the State Council and the Ministry of Transport
