- Draws up strategies, policies and plans for educational reform and development
- Be responsible for overall planning, coordination and management of all forms of education at various levels and provide guidance for the supervision over education nationwide
- Promotes development of compulsory education, employee-oriented vocational education and higher education
- Manages educational funds
- Plans and directs educational work for the ethnic minority groups
- Manages entrance examinations for universities
- Plans and guides research conducted by institutions of higher education
- Organizes and guides international educational exchanges and cooperation
- Coordinates between the State departments and the UNESCO for cooperation in education, science and technology, culture and other areas; to take charge of the liaison of the State departments with the UNESCO Secretariat and relevant institutions and organizations
