  • Drafts policies and standards for social assistance of urban and rural residents, including minimum living standards, temporary assistance, and general support for the socially disadvantaged
  • Improves the system of social assistance for urban and rural residents
  • Supervises and allocates subsidies from the central government
  • Formulates measures on medical, housing, education, employment, judicial and other assistance
