Functions:

  • Formulates strategies, plans, policies and relevant standards for the development of traditional Chinese medicine and ethnic minority medicine; drafts relevant laws, regulations and departmental rules; participates in the planning and implementation of major national projects on traditional Chinese medicine
  • Be responsible for the supervision and management of TCM medical treatment, prevention, health care, rehabilitation and clinical medication. Plans, guides and coordinates the reform of the structure and operating mechanism of TCM medical and scientific research institutions. Formulates the management norms and technical standards of various TCM medical and health institutions and supervise their implementation
  • Be responsible for supervising and coordinating the work of integrated traditional and western medicine in medical and research institutions, and drawing up relevant management norms and technical standards
  • Be responsible for guiding the excavation, sorting out, summary and improvement of the theories, medical skills and medicines of ethnic minority medicine, drawing up the management norms and technical standards of ethnic minority medical institutions and supervising their implementation
  • Organizes the survey of TCM resources, promotes the protection, development and rational utilization of TCM resources, participates in the formulation of TCM industry development plans, industrial policies and supportive policies for TCM, and participates in the construction of the national basic medicine system
  • Organizes the formulation of plans for the development of TCM talents, and, in conjunction with relevant departments, formulates qualification standards for TCM professionals and technicians and organizes their implementation. Organizes and carries out education for TCM teachers, post-graduation education, continuing education and relevant personnel training in conjunction with relevant departments; participates in guiding the reform of TCM education and teaching; participates in the formulation of development plans for TCM education at all levels and of various types.
  • Formulates and implements plans for the scientific research and technological development of traditional Chinese medicine, guides the research conditions and capacity building of traditional Chinese medicine, administer key state research projects on traditional Chinese medicine, and promotes the transformation, application and dissemination of scientific and technological achievements of traditional Chinese medicine.
  • Undertakes the responsibility of protecting the dying TCM diagnosis and treatment technologies and the production and processing technologies of TCM; organizes the collation and research of ancient TCM books and the inheritance and development of TCM culture; puts forward Suggestions on protecting the intangible cultural heritage of TCM; and promotes the popularization of knowledge on TCM prevention and treatments
  • Organizes the international promotion, application and dissemination of traditional Chinese medicine, carries out international exchanges and cooperation on traditional Chinese medicine, and cooperates with Hong Kong, Macao and Taiwan on traditional Chinese medicine
  • Undertakes other tasks assigned by the state council and the ministry of health
