Functions:

  • Be responsible for handling letters and calls from Chinese citizens, foreigners, legal persons and other organizations to the Party Central Committee, the State Council, and leading comrades through post and visitation.
  • Be responsible for reflecting important suggestions, opinions, and questions raised in post and calls to the Party Central Committee, the State Council, the General Office of the CPC Central Committee, and the General Office of the State Council: assesses information in post and visits, conducts investigations, and formulates and revises relevant policies, policies, as well as legal and regulatory recommendations
  • Supervises and inspects the implementation of instructions by leading comrades; formulates, organizes, and enforces an inspection system of post and visitation
  • Undertakes the implementation of postal and visitation matters assigned by the central leadership comrades; assigns post and visitation matters; and supervises the inspection of important post and visits
  • Coordinates and handles important petition issues across regions and departments
  • Coordinates and guides petition work, drafts guidelines, policies, laws and regulations on petition work, promotes the central government’s decision-making and deployment of petition work, summarizes and promotes petition work in various regions and departments; and proposes improvements and enhancements
  • Inspects and guides the petition work of the central party, government, and army departments, as well aslocal party and government agencies
