Functions:
- Drafts laws and regulations on the administration of grain circulation and material reserve
- Studies and puts forward reform plans for grain circulation and material reserve system and organize their implementation
- Studies and puts forward suggestions on the planning of the state strategic material reserve and the catalogue of the state reserve varieties
- Organizes and implements the purchase, storage, rotation and daily management of national strategic and emergency reserve materials in accordance with the general development plan and catalogue of state reserves, and implements relevant plans and instructions for their use
- Administers the state grain, cotton and sugar reserves and is responsible for the administration of grain and cotton reserves at the central level
- Monitors changes in the supply and demand of international and domestic grain and strategic materials and forecasts and gives early warnings; undertakes the specific work of macro-control of national grain circulation; undertakes the daily work of the evaluation of provincial governors’ responsibility system for food security
- Formulates and implements technical standards and norms for the management of grain and material reserve and storage
- Be responsible for the supervision and administration of production safety in the grain circulation and processing industries, and to assume the responsibility for the supervision of production safety of the state material reserve and storage units
- Be responsible for the construction and management of reserve infrastructure in accordance with the general plan for the development of state reserves
- Draws up plans for the construction of national reserve infrastructure and grain circulation facilities and organizes their implementation; Administers state investment projects related to reserve infrastructure and grain circulation facilities
- Be responsible for the supervision and inspection of government reserves and enterprise reserves under administration and the implementation of reserve policies
- Be responsible for the supervision and inspection of grain circulation, the supervision and administration of grain quality safety and raw grain hygiene in grain purchase, storage and transportation, and the organization and implementation of the nationwide inspection of grain stocks
- Be responsible for the administration of the grain circulation industry; formulates development plans and policies for the industry
- Draws up relevant standards for grain circulation and material reserve and grain quality standards; formulates relevant technical specifications and supervises their implementation
- Be responsible for foreign cooperation and exchange of grain and material reserves
- Undertakes other tasks assigned by the Party Central Committee and the State Council
