Functions：

  • Organizes and coordinates the implementation of the “going global” strategy, guides and manages the affairs of outward investment and economic cooperation such as outward investment, overseas processing trade and R&D, overseas resources cooperation, foreign engineering contracting and labor service cooperation (including citizens’ overseas employment);
  • Drafts laws and regulations on outward investment and economic cooperation, formulates regulations on safeguarding and monitoring for relevant departments, works jointly with relevant departments to formulate finance, insurance, foreign exchange, entry and exit policy
  • Formulates and implements the development strategies and programs on outward investment and economic cooperation
  • Approves, monitors, and manages enterprises engaged in outward investment (excluding financial services)
  • Formulates and implements standards for domestic enterprises engaged in outward investment and economic cooperation (including employment overseas) and administrative measures, regulates outward investment and economic cooperation
  • Monitors and analyzes outward investment and economic cooperation, establishes, perfects and implements the statistical system on foreign direct investment, foreign contracted projects and labor service cooperation
  • Studies and formulates key strategic projects’ planning and supportive policies, comprehensively coordinates the implementation of these projects
  • Formulates and implements performance evaluation and annual inspection of outward investment and measures on hierarchical classification of enterprises undertaking foreign contracted projects, guides the work of credit rating of enterprises engaged in foreign labor services cooperation
  • Undertakes multilateral and bilateral exchanges and cooperation involving outward investment and economic cooperation, establishes relevant mechanisms, negotiates to fulfill inter-government cooperation projects, expands the contact system for key industries and enterprises, guides the implementation of key outward investment and economic cooperation projects
  • Works with relevant departments to safeguard outward investment and economic cooperation and tackles emergencies, protects the rights and interests of dispatched workers (including overseas employees)
  • Guides, organizes and coordinates the work related to the construction of overseas economic cooperation areas
  • Leads work related to preferential export buyer’s credit according to relevant regulations
  • Guides and manages the training on outward investment and economic cooperation, promotes outward investment and economic cooperation
  • Undertakes other assignments assigned by Ministry leaders
