Functions：
- Responsible for controlling pollution and ecological damage from source access to pollutant discharge permit control
- Drafts and organizes the implementation of policies, planning and construction projects related to environmental impact assessment and pollution permit related laws, administrative regulations, departmental rules, standards and specifications
- Organizes regional ecological environment impact assessments
- Organizes and implements “three lines and one order”
- Organizes reviews of planning and environmental impact assessment documents
- Examines and approves environmental impact assessment documents for construction projects other than those involving nuclear materials and radiation, or coastal and marine engineering projects
- Guides the implementation of environmental impact registration for construction projects
- Carries out technical reviews of environmental impact assessment documents for construction projects
- Organizes environmental impact assessments of construction projects
- Undertakes comprehensive coordination and management of sewage permits
- Guides and coordinates the prevention and resolution of environmental and social risks in new projects
