Functions：
- Be responsible for the development of ecological environment technology and basic capacity
- Undertakes fixed asset investment and project management related work in the ecological environment field, undertakes budget and financial, capital construction, state-owned asset management, government procurement, internal audit and standard subsidies for agencies and directly-affiliated units, and undertakes special central financial projects that the Ministry of Ecology and Environment participate in the distribution Supervision and inspection of capital projects
- Undertakes ecological and environmental science and technology work, coordinates and organizes the implementation of major ecological and environmental science and technology plan projects
- Organizes and manages scientific and technological achievements of ecological environment and science popularization work
- Guides the scientific and technological work of the directly affiliated units
- Undertakes the reform of the scientific and technological system in the ecological environment field. Draws up and organizes the implementation of key ministerial laboratories, engineering technology centers, and scientific observation and research stations
- Promotes the national ecological and environmental technology management system and major technical engineering demonstrations
- Participates in the guidance and promotion of green procurement, clean production, circular economy, ecological and environmental protection industry development, and ecological protection compensation
