Functions：
- Be responsible for special communications, such as ministry and industry emergencies, maritime distress safety, operation and maintenance, navigation, radio and informatization, construction, operation and maintenance of ministry informatization project and industry network information security
- Researches and formulates policy standards on topics such as maritime satellite policies, plans, standards, industrial communication, navigation and other technical standards, and the formulation of Beidou navigation civil standards and policies
- International cooperation and foreign exchange. Participates in the relevant affairs of the International Telecommunication Union, the International Maritime Organization, and the international search and rescue satellite organization; responsible for the centralized management of domestic affairs of the international maritime satellite system and the construction, management and operation of the Beijing international mobile satellite ground station
- Technical research and development, promotion and application, support services, and other work
