Functions：

  • Formulates medium and long-term legislative plans and annual legislative plans for finance and taxation, and monitors implementation
  • Organizes the drafting and research of important fiscal laws and regulations
  • Organizes and coordinates budgets, extra-budgetary, government procurement, lottery tickets, treasury bonds, finance, accounting, certified public accountants, financial supervision, state-owned asset management, and other financial management aspects
  • Drafts laws and regulations, including related reviewing and reporting
  • Be responsible for reviewing and reporting on tax laws and regulations
  • Reviews, coordinates, and reports on various financial regulations prepared by units within the department
  • Reviews and coordinates with relevant departments on financial and taxation provisions of draft laws and regulations drafted by the special committees of the National People’s Congress and various departments of the State Council
  • Addresses implementation challenges for fiscal laws and regulations, suggests how to supplement, modify, and improve relevant laws and regulations
  • Reports to the Standing Committee of the National People’s Congress on the implementation of fiscal laws
  • Analyzes and forecasts the macroeconomic situation and proposes macroeconomic control policies and suggestions, as well as suggestions for medium- and long-term fiscal planning
  • Organizes the construction of financial information databases
  • Organizes government procurement service systems
  • Proposes income distribution policy suggestions and reform plans
  • Manages housing reform and security funds
  • Formulates policies for the transfer of revenue, expenditure and other resources of state-owned resources such as land, sea islands and minerals
  • Be responsible for lottery management
  • Be responsible for standardizing civil servant subsidies
  • Manages financial bills
