This format the basic framework of China\u2019s political system.<\/li>\n<li>Politically, the CPS serves as the ruling party. The NPC acts as the main organ of the state power. The people\u2019s government acts as an exerciser of state power and handles the administration of state affairs.<\/li>\n<li>The NPC and the rest of the government have a strong relationship. The NPC votes on policy decisions after consultations are finished and the government carries them out after policy decisions are made.
