{"id":4430,"date":"2020-10-16T10:19:54","date_gmt":"2020-10-16T10:19:54","guid":{"rendered":"https:\/\/northhead.com\/Portal_to_China\/?p=4430"},"modified":"2021-02-09T09:13:03","modified_gmt":"2021-02-09T09:13:03","slug":"national-energy-administration-functions","status":"publish","type":"post","link":"https:\/\/sandpipercomms.com\/Portal_to_China\/national-energy-administration\/national-energy-administration-functions\/","title":{"rendered":"National Energy Administration: Functions"},"content":{"rendered":"<p>Functions:<\/p>\n<ul>\n<li>Drafts and reviews laws and regulations on energy development and related supervision and administration<\/li>\n<li>Implements energy development strategies, reforms, and responds to major issues<\/li>\n<li>Proposes industrial policies and relevant standards for coal, petroleum, natural gas, electric power, new and renewable energies, as well as for oil refining, coal-to-coal fuels and ethanol<\/li>\n<li>Examines, and approves energy fixed asset investment projects within the limits of authority prescribed by the State Council<\/li>\n<li>Guides and coordinates rural energy development<\/li>\n<li>Researches and develops energy equipment and scienfic projects<\/li>\n<li>Organizes and coordinates major demonstration projects; promotes and applies new products, technologies, and equipment<\/li>\n<li>Manages nuclear power, proposes development plans, access conditions and technical standards for nuclear power and organizes their implementation; reviews and verifies major projects; organizes, coordinates and guides scientific research on nuclear power; organizes the emergency management of nuclear accidents in nuclear power plants<\/li>\n<li>Manages energy conservation and comprehensive utilization of resources in the energy sector; participates in the study of targets and proposals for total energy consumption control; balances energy supply and demand<\/li>\n<li>Manages energy forecasting warning, information release energy, energy operation regulation and emergency safeguards, national oil and gas reserves<\/li>\n<li>Monitors changes in market supply and demand at home and abroad<\/li>\n<li>Supervises electric power production safety, emergency work, and ensures power quality<\/li>\n<li>Investigates and punishes electric power production safety accidents<\/li>\n<li>Organizes and promotes international cooperation in energy, negotiate and sign agreements with foreign energy authorities and the international energy organization; coordinates overseas energy development and utilization<\/li>\n<li>Examines and approves major overseas investment projects in energy (coal, oil, natural gas, electric power, etc.)<\/li>\n<li>Proposes energy-related policies on resources, taxation, environmental protection and climate change, and puts forward suggestions on the adjustment of energy prices and the volume of imports and exports<\/li>\n<li>Undertakes the specific work of the national energy commission, including comprehensive coordination and strategic decision-making on national energy development.
