{"id":1594,"date":"2020-06-12T09:58:49","date_gmt":"2020-06-12T09:58:49","guid":{"rendered":"https:\/\/northhead.com\/Portal_to_China\/?p=1594"},"modified":"2020-06-12T09:58:49","modified_gmt":"2020-06-12T09:58:49","slug":"department-of-laws-regulations-and-standards","status":"publish","type":"post","link":"https:\/\/sandpipercomms.com\/Portal_to_China\/ministry-of-ecology-and-environment\/department-of-laws-regulations-and-standards\/","title":{"rendered":"Department of Laws, Regulations, and Standards"},"content":{"rendered":"\n<p><strong>\u6cd5\u89c4\u4e0e\u6807\u51c6\u53f8<\/strong><\/p>\n\n\n\n<p><strong>Functions<\/strong><strong>\uff1a<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establishes and improves the framework of ecological and environmental laws, regulations and standards<\/li>\n<li>Drafts the general laws, regulations and departmental rules<\/li>\n<li>Coordinates, reviews and submits for approval specific laws, administrative regulations and departmental rules within the ecology and environment sector<\/li>\n<li>Contributes opinions regarding the ecological and environmental impact of drafted laws and administrative regulations that are delivered to the ministry<\/li>\n<li>Reviews and audits the legitimacy of the ministry\u2019s regulatory documents, coordinating the removal of laws, regulations, departmental rules and regulatory documents that are no longer relevant<\/li>\n<li>Assesses relevant laws and regulations<\/li>\n<li>Guides the administration\u2019s work by law, popularizes awareness of the law, and steers local legislation<\/li>\n<li>Provides guidance for reforming the system of ecological and environmental damage compensation<\/li>\n<li>Supports the NGOs and relevant government departments in filing public interest litigations in the ecological and environmental sector<\/li>\n<li>Administers the ministry\u2019s legal counseling and the national legislation that correspond to international conventions<\/li>\n<li>Interprets relevant laws, regulations and departmental rules and works with judicial organs to provide judicial interpretations<\/li>\n<li>Organizes the Ministry\u2019s administrative review, administrative response to lawsuits, and state compensation<\/li>\n<li>Administers the ecological and environmental national standards, benchmarks and technical specifications, drafts relevant programs, plans, administrative measures and standard-setting technical codes<\/li>\n<li>Proposes, coordinates and reviews national standards and submits them for approval<\/li>\n<li>Formulates fundamental standards and ecological and environmental benchmarks, assesses the execution of the national standards, accepts record-filing of local standards<\/li>\n<li>Coordinates work related to health and the environment, establishing a system for monitoring, investigating and the risk assessment of health and the environment<\/li>\n<\/ul>\n\n\n\n<p><strong>Leadership<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bie Tao \u522b\u6d9b.
