Functions：
- Formulate policies, laws, and regulatory frameworks, development strategies, and long-term plans for weather services management; develop and publish weather service management rules, regulations, technical standards, and practices, and supervise their implementation; conduct related administrative reviews.
- Participate in the decision-making process for Central Government’s weather disaster prevention, preparedness, and mitigation; organize joint prevention campaigns across regions and departments to respond to major severe weather events; organize and guide efforts to prevent and mitigate disasters caused by thunderstorms and lightning, heavy fog, and other weather hazards; be responsible for managing local weather change operations.
